Level Zero: The Precipice
This is where humanity stands today. A level zero civilisation possesses extraordinary technological capability yet has not integrated it with wisdom or peace. Level One: A Peaceful Global Civilisation
The hallmark of a level one civilisation is planetary peace, sustained not through force but through genuine transformation. Poverty and pollution dissolve as advanced energy technologies create conditions of true abundance. The working week drops dramatically. The adversarial economic model gives way to systems rooted in shared flourishing.
According to Greer, we should have arrived here a century ago. The technologies that would make it possible already exist. The work of this generation is, in large part, about reclaiming them.
Level Two: Permanent Peace and the Transdimensional Turn
A level one civilisation can become peaceful. A level two civilisation stays that way. The distinction matters enormously, because permanence requires a depth of conscious and spiritual integration that goes far beyond policy or politics.
At this stage, transdimensional technologies emerge, used purely for travel, exploration, and connection rather than control or warfare. Anti-gravity replaces combustion. And with the pressure of economic survival lifted, something quietly profound becomes possible: people have the time, the freedom, and the inner space to pursue higher states of consciousness. Spiritual development stops being a luxury and becomes a genuine way of life.
Level Three: An Interstellar Civilisation
A level three civilisation has earned what Greer calls clearance for takeoff. It is stable, peaceful, and no longer weaponising space. The science of consciousness has become mainstream, integrated with physics, medicine, and technology rather than marginalised by them. Open contact with other interstellar civilisations begins, not as a singular event but as an unfolding relationship across generations.
Greer’s sense is that within roughly a thousand years, Earth will be fully integrated into a wider community of civilisations operating at this level and beyond. The consciousness-led contact work happening quietly right now is part of laying that foundation.
Level Four: The One Percent Effect
Here the shift becomes unmistakably spiritual. A level four civilisation has at least one percent of its population established in cosmic consciousness, that unbounded state of awareness which remains present not just in meditation but through waking, dreaming, and sleep alike.
One percent sounds modest. But consciousness is non-local, and even this proportion generates a measurable field effect across the whole population. The senior ambassadors humanity has encountered from advanced civilisations, those beings characterised by extraordinary kindness, coherence, and healing presence, are operating from precisely this level. They are, in the fullest sense, ambassadors to the universe.
Level Five: A Planet Born Into Enlightenment
At level five, the entire planetary population lives in cosmic consciousness. This is not the result of mass education or social engineering. It is epigenetic. Sustained meditative states alter neurological and genetic expression, and those changes carry forward across generations. A civilisation that has lived this way long enough eventually births children who arrive already awake.
Technologies at this level mirror the innate capacities of consciousness: remote perception, materialisation, and transdimensional travel become routinised through elegant scientific systems rather than treated as miraculous exceptions.
Level Six: The Celestial Threshold
A level six civilisation has one percent of its population in God consciousness, a state so refined that encounters with these beings have historically been interpreted as angelic. They travel in craft. They are physical. Yet the quality of their presence and the nature of their technology is barely distinguishable from what the world’s great mystical traditions describe as the celestial.
This is the source of what Greer calls cosmological indigestion: the genuine confusion that arises when contact experiences blend the physical and the divine so completely that our existing categories simply break down.
Level Seven: God Consciousness as Birthright
At level seven, every being on the planet is born into God consciousness. Greer places this horizon approximately three to five hundred thousand years ahead for humanity, by the close of the current cosmic cycle. The civilisation itself takes on the quality of a celestial realm while remaining grounded in physical reality. Craft, planet, and people exist in a state of exalted integration, and the boundary between the physical universe and the celestial dimension becomes something that can be crossed by intent.
Level Eight: The Celestial Made Technological
Level eight represents the full flowering of what began at level six. All technologies on the planet interface at a celestial level, not just the craft and the most advanced ambassadors, but the entire fabric of planetary life. Materialisation, transdimensional movement, and the full range of consciousness-assisted capability become the ordinary texture of existence. At this level, the civilisation can choose, collectively, to inhabit either the physical universe or the higher celestial dimension.
Level Nine: Guardians of Emerging Worlds
Here we enter territory that strains ordinary description. A level nine civilisation has approximately one percent of its population established in Brahman consciousness, a state of universal awareness in which the individual experientially contains the consciousness of the entire creation. These are the primogenitors of life throughout the cosmos: the guardians and overseers of emerging worlds, ensuring that no civilisation causes harm to other planets as it develops.

Level Ten: Universal Consciousness
At level ten, Brahman consciousness is not the attainment of the few. It is the condition of all. Every being on the planet embodies the awareness of the entire creation. Technology, consciousness, and cosmological presence are fully unified. This is the destination toward which all of creation is, slowly and inevitably, moving.
A Map That Begins Inside
What makes this framework genuinely useful is not its cosmological scale but its personal intimacy. Every state of consciousness Greer describes at the civilisational level has a direct correlate in individual human experience, available right now, through the sincere practice of meditation and the pursuit of inner development.
We are a level zero civilisation standing at a crossroads. The path forward is not primarily technological. It is conscious. And the most clarifying question any of us can ask is not what kind of civilisation we are building out there, but what level of awareness we are choosing to cultivate in here.
