You Don’t Need a Device to Be Tracked: The Hidden Surveillance Built Into Everyday WiFi

Researchers in Germany have demonstrated that standard WiFi routers can identify individuals with 99.5% accuracy using only the wireless signals already present in any home, office, or café, no camera, no microphone, and no connected device required. The infrastructure for this form of invisible, ambient surveillance already exists everywhere; the regulatory frameworks to govern it do not, and the implications for bodily sovereignty and personal freedom are only beginning to be understood.

The Router in the Room: How WiFi Signals Are Already Being Used to Identify You

Most people who think about digital privacy focus on their devices. Turn off the microphone. Review your app permissions. Use a VPN. Cover the camera. These are reasonable steps, and they reflect a growing awareness that the technology in our pockets is also, in various ways, watching us.

But a new development from researchers in Germany reveals that this entire framework of protection has a significant blind spot. The surveillance capability in question requires none of your devices. It does not need your phone, your microphone, or your camera. It does not need you to be connected to anything. It only needs you to be present in a space where a standard WiFi router is operating, which, in the modern world, is almost everywhere.

How It Works

Modern WiFi routers, specifically those running on the WiFi 5 standard, use a technology called beamforming. Rather than broadcasting signals equally in all directions, beamforming directs wireless signals toward connected devices, improving speed and efficiency. To do this effectively, devices on the network continuously send back signal feedback so the router can fine-tune its direction. This feedback is known as Beamforming Feedback Information, or BFI.

Here is the critical detail: these feedback signals travel through the air entirely unencrypted. Anyone nearby with a standard WiFi adapter set to monitor mode can intercept and read them without hacking, without special hardware, and without any access to the network itself. They simply need to be in range.

Researchers at the Karlsruhe Institute of Technology in Germany have developed a system, called BFId, that uses this intercepted feedback to identify individual people. It works because WiFi signals do not simply pass through space. They bounce off surfaces, walls, furniture, and human bodies, creating a constantly shifting pattern that is uniquely shaped by whoever is present.

The BFId system was tested on 197 subjects, the largest dataset ever used in WiFi-based identification research. Its accuracy rate was 99.5 per cent. It can identify a person within seconds. It works regardless of walking style or viewing angle. And critically, it functions whether or not the person being identified is carrying any device at all.

The Infrastructure Already Exists

What makes this particularly significant is that no new infrastructure is required. Every WiFi 5 router already in operation in homes, offices, airports, hotels, shopping centres, and cafés is, in principle, already capable of generating the data this system needs.

As one of the study’s researchers put it, this technology turns every router into a potential surveillance tool. If you regularly walk past a café with a WiFi network, you could be identified there without your knowledge and recognised later by authorities or commercial entities, all without a single camera pointed in your direction.

The implications ripple outward in several directions:

  • No device required. The assumption that leaving your phone at home protects your movements is no longer reliable in WiFi-dense environments.
  • No visible infrastructure. Security cameras and sensor networks are at least theoretically visible. WiFi networks are ambient, ubiquitous, and entirely unremarkable.
  • No active connection needed. You do not need to connect to a network for its signals to map your presence and, with the right software, confirm your identity.
  • Regulation has not kept pace. The research team noted that while the technology is already accurate enough for deployment, the legal and regulatory frameworks needed to govern its use simply do not yet exist.

The researchers are calling for stronger privacy protections to be built into the next generation of WiFi standards before sensing capabilities become formalised features.

The Deeper Pattern

None of this emerges in a vacuum. It sits within a decades-long pattern of surveillance infrastructure being quietly embedded into the fabric of everyday life, not announced, not debated, not consented to, simply built in and normalised before most people are aware it exists.

The progression has followed a recognisable rhythm. Smartphones arrived as communication tools before it became widely understood that they were also continuous location trackers. Smart home devices were marketed as convenience products before it became apparent that they were also listening posts. Social media platforms were presented as community spaces before their function as behavioural data harvesting operations became undeniable.

In each case, the capability preceded the conversation. The infrastructure was in place before the public debate began. And by the time the questions were being asked, the systems were already deeply embedded, economically entrenched, and legally ambiguous.

WiFi-based body identification follows the same pattern. The hardware already exists in virtually every building you enter. The AI models capable of running identification have been demonstrated at high accuracy. The regulatory gap is openly acknowledged by the researchers themselves. The only thing missing is the decision to deploy it, and that decision, when it comes, will not require any new installation, any public announcement, or any observable change in the environment around you.

Sovereignty Begins With Awareness

None of this is cause for paralysis. Awareness itself is the first and most important layer of response. When we understand the landscape we are actually moving through, rather than the landscape we assume we are moving through, our choices become more grounded, our conversations more informed, and our collective capacity to push back more effective.

The question of bodily sovereignty extends well beyond what we eat, what we inject, or what we consent to in a medical context. It includes the question of who is permitted to map, identify, and track the physical presence of our bodies as we move through shared space. That question is now live in a new and technically concrete way, and it deserves to be part of every serious conversation about freedom, privacy, and the kind of world we are choosing to inhabit.
